Moral Character: the New Graduate
Admission Criteria
The Circular on Graduate Admission in
2011, recently issued by the Ministry of Education, clearly
states:
“The candidates who fail the
ideological and moral
assessment are not to be allowed of admission to institutions of
higher education.” The Ministry also stressed the importance of
integrity and
credibility of the candidates as an important part of the moral
assessment and an important basis for admission. On the introduction of this new regulation, however,
obvious is the sight that controversy arises. Most
candidates believe that the moral character is too subjective and
variable a matter to be assessed; therefore they fear for the
fairness and equality of the assessment. But there are candidates
who consider it is of necessity to include the ideological and
moral assessment as a determinant in the Graduate
admission.
What candidates most concern is that
there is no fair assessment. To start with, in view of the fact
that the moral character is assessed mainly by viewing the
candidate’s personal files during college, that
is, just by looking at school records and
teachers’ comments, it goes without saying that
the relationship with teachers will affect the evaluation, and
human factors prevailing the whole process
are very much likely to induce abuse of power. Furthermore,
the criteria of the assessment are to be set independently by
individual admission institutions, so there are no standards to
follow. Besides, as is put by some, since personal morals are
difficult to assess, plus that the teachers who chair the
assessment can by no means through a less-than-ten-minute interview have a clear
understanding of the student being evaluated, it is impossible to
judge the applicants’ moral characters.
The candidates in favor of the
assessment hold such view that the ideological and moral assessment
is recognition of the students with good character and conduct.
The implementation of this assessment is
orientated to the personnel training in accordance with the new
situation. In recent years, cheating has, on a common basis,
occurred, and it has on the graduate education been a serious
impact. The state, by putting the moral issue on the agenda, will
to a certain extent prevent these immoral behaviors from happening.
Moreover, as a higher education, graduate education should not have
bypassed the issue of
the ideological and moral education. It is certain that in the
future there will be more emphasis on morals, which is
gratifying.
In my view, it is understandable that
candidates feel uneasy. But then again, if the fairness of the
assessment is guaranteed, I believe that the moral assessment is
going to set a guideline for graduate admissions, even for graduate
education as a whole.

认为考核有必要的考生持有这样的看法:进行思想品德考核,是对拥有优秀人格和行为操守的考生的认可,符合新形势下人才培养的趋势。近年来,出现了一些学生在考试中弄虚作假的现象,严重影响了研究生培养方向。国家在录取规则上作此限制,对这种不良现象会起到一定的抑制作用。况且,作为一个高等教育,研究生教育阶段本来也不应该回避思想道德教育。可以肯定的是,今后人们会越来越重视思想品德素质,这一点令人感到欣慰。
我非常理解思想品德考核让考生感到不安。但是,如果能保证实际操作的公平和公正,我相信,思想品德考核将会对今后研究生的招生录取,乃至整个研究生培养教育,都起到良好的引导作用。
